Special Education and Related Services for Eligible Students (Policy 2161)

The board recognizes that students whose disabilities adversely impact educational performance and who require specially designed instruction can improve their educational performance when they receive special education and related services tailored to fit their needs. The district adopts the state’s full educational opportunity goal to provide students in need of special education services with a free appropriate public education.

Special education programs for students eligible for special education shall be an integral part of the general educational programs of this district, and shall be operated in compliance with federal and state requirements governing special education. The district will provide a continuum of placement options which may include services within and outside the district depending on the student’s needs. Not all students with disabilities are eligible for special education services. The needs of those students will be addressed individually and if, appropriate, the student will be provided accommodations or modifications required under Section 504 of the Rehabili-tation Act in accordance with district policy and procedures.

Transitional Bilingual Instructional Programs (ELL and Title III) (Policy 2162)

The Board of Directors of the San Juan Island School District has the highest commitment toward ensuring an equal educational opportunity for every student. While English is the basic language of instruction in the district's schools, the district shall provide English as a Second Language (E.S.L.) for children whose primary language is not English, and whose English skills are sufficiently deficient or absent to impair learning. The district and its staff shall: A. communicate, as much as possible, with parents of students in the E.S.L. program in a language they can understand; and B. provide inservice training for teachers, counselors, and other staff who are involved in the district's transitional language program, including alternative instructional programs, on appropriate instructional strategies for students of culturally different backgrounds and use of curriculum materials and program models. For purposes of providing such services, the Director of Special Services shall establish procedures for identifying eligible students, evaluating a student's previous course work, and granting credit to a student for purposes of graduation.

Highly Capable Program (Hi Cap)

The San Juan Island School District’s Highly Capable Program is a full inclusion model at the K-8 level.This means students are served in their regular classrooms. For each identified student, a student learning plan (SLP) is developed at the beginning of each school year and is revisited during each conference. The purpose of the SLP is to ensure identified students receive the services necessary to facilitate academic growth. At the high school level, students are served through a variety of advanced course offerings. See Special Services page for more info.

Title I, Part A is a federal program that serves the unique needs of children — kindergarten to grade 5 — who struggle to learn. Title I programs and services provide customized instruction and curricula that helps these students meet academic standards and take an active, engaged interest in what they learn and can do. As the oldest and largest federal education program, Title I programs build equity of opportunity for children whose struggles often keep them on the academic sidelines.

LAP (Learning Assistance Program) offers supplemental services for K–12 students scoring below grade-level standard in English language arts (ELA) and mathematics. These services focus on accelerating student growth to make progress towards grade level. They may include academic readiness skill development or behavior supports. These services address barriers preventing students from accessing core instruction. The intent is for LAP students to increase academic growth during the period of time they are provided services. LAP emphasizes research-based best practices designed to increase student achievement.
