What is SEBB?
SEBB stands for School Employee Benefits Board. This program is managed by the Washington State Healthcare Authority and is responsible for administering health insurance and other benefits for employees of Washington’s school districts and charter schools, and to union-represented employees of educational service districts. Specifically, this program offers medical, dental, vision, life and AD&D insurance, LTD Insurance, and a wellness program called SmartHealth to employees who are anticipated to work or have worked 630 hours in a school year. If you are eligible for SEBB health benefits, HR will let you know.
You can make and review your benefits elections through a site called Benefits 24/7. This platform allows you to make your elections during designated periods such as being newly hired, being eligible for a Special Open Enrollment event, or during Annual Open Enrollment. This is also where you can review your contact information to ensure it's correct, as SEBB will send you information directly to the mailing address provided. Medical Insurance
San Juan Island School District Employees are Eligible for the following Medical Plans:

Please note that you'll need to login to your UMP by Regence's provider portal directly to see any of your specific medical insurance information. Life, AD&D, and LTD Insurance
Life and AD&D (accidental death and dismemberment) Insurance
SEBB eligible employees have a $35,000 life insurance and a $5,000 AD&D policy through MetLife insurance. This is something that SJISD provides for each employee. If you are interested in additional life or AD&D insurance coverage, you can log into your MetLife benefits portal to add supplemental coverage. This is something you must do through your MetLife portal directly. Supplemental insurance has a cost associated, the cost will be outlined as you make your elections. Even if you choose not to add supplemental coverage, make sure you log in to add a beneficiary to your policies! Please see the links below regarding MetLife insurances:
Long Term Disability (LTD) Insurance
SEBB eligible employees also have a LTD policy through the district at no additional cost to them. This policy pays a minimum of $100 per month and a max of $400 depending on your pre-disability earnings. You can also sign up for supplemental LTD coverage. There is a premium associated with supplemental coverage; the premium is determined by your age. You can choose a policy that pays 60% of your pre-disability earnings (default), 50%, or choose no coverage. Elections for this coverage are made in your Benefits 24/7 account. Flexible Spending Account (FSA) and Dependent Care Assistant Program (DCAP)
Flexible Spending Account (FSA)
Flexible Spending Arrangements (FSAs) allow you to set aside pretax money from your paycheck to pay for out-of-pocket health care costs. This is a benefit that must be elected every year, and there are fund carryover options for employees who remain eligible. Dependent Care Assistant Program (DCAP)
You can set aside pre-tax earnings to pay for child care through SEBB.To enroll, create an account through NAVIA. You must elect this benefit each year during open enrollment. Click on the following links to learn more:

Annual Open Enrollment: October 27 - Novmeber 24, 2025
Annual Open Enrollment for the 2026 insurance year is happening now! Any election changes you make will take effect on January 1st, 2026. Take a look at the resources below to review what's changing or to log into your benefits 24/7 account and navigate making changes:
- Log into Benefits 24/7 to make changes: If this is your first time accessing Benefits 24/7, there's a few things you'll need to do:
- Create a SAW (Secure Access Washington) account: Upon first attempting to log in to Benefits 24/7, you'll be redirected to Secure Access Washington, which acts as an authenticator to your SEBB benefits profile. You'll automatically be redirected to Benefits 24/7 after logging in.
- Enter your personal information into Benefits 24/7 to link your subscriber account: After you create that account, you will be able to access your Benefits 24/7 account by entering your personal information as prompted or you'll be automatically redirected to your account if you've logged in before.
- Click on the Chevron on your home screen to make any benefits elections changes.

VEBA
VEBA is a Health Reimbursement Account (HRA) that Certificated staff and Non-Represented staff have opted into. Our Classified staff have not opted into this benefit at this time. Participating groups will have a pre-tax, group determined dollar amount deducted from their paycheck and added to this account. The account can be used for any health-related costs that your insurance doesn't cover, or can be saved to pay for health insurance premiums during retirement. Employee Assistance Program (EAP)
Employee Assistance Program - EAPSan Juan Island School District provides the services of the Washington State Employee Assistance Program (EAP) to all regular staff at no cost to the employee. EAP is a confidential program created to promote the health, safety and well-being of public employees by providing support for issues such as;

Long-Term Care Insurance
This is an insurance that you pay taxes into during employment to support the elderly when they are in need of long term care. Click the link below to learn more about this Washington state provided insurance:
Paid Family Medical Leave
This is a Washington state leave entitlement that Washington workers pay into through taxes. Eligible employees who need to take leave medical reasons or for family bonding time when a little one joins your family will be eligible for up to 12 weeks of partially paid time off.
